Apply for Singapore ONE Pass: 5-Year Work Visa Guide

vivos

Singapore has cemented its reputation as a dynamic global business hub due to its attractive economic prospects, political stability, and modern amenities, continually striving to attract and retain top international talent. To further enhance this position, the Ministry of Manpower (MOM) introduced the Singapore ONE Pass Visa ( Overseas Networks & Expertise Pass) in January 2023.

This personalised work visa is designed for high-calibre professionals across various sectors, offering a streamlined path for a fulfilling career in Singapore.

If you’re earning S$30,000+ monthly or have outstanding achievements in your field, this guide will show you exactly how to unlock Singapore’s most flexible work visa.

1. What is the ONE Pass?

The Overseas Networks & Expertise ONE Pass is a personalised work pass launched by the Ministry of Manpower (MOM) in Singapore. Unlike traditional work visas that are often tied to a specific employer, the ONE Pass is linked to the individual, providing significantly greater employment flexibility.

Singapore ONE Pass Visa targets top talent in various fields, including business, arts and culture, sports, science and technology, and academia and research.

2. What Benefits Does the ONE Pass Singapore Offer?

Singapore’s employment pass offers a multitude of advantages that set it apart from traditional work visas in Singapore.

  • Work Flexibility

Unlike traditional work visas tied to specific employers, the ONEPass grants holders freedom to work for multiple companies concurrently. This allows professionals to pursue diverse projects, sit on multiple boards, or establish their own companies.

  • Longer Validity

The pass is initially granted for up to 5 years and can be renewed for subsequent 5-year periods, providing greater stability for expats and their families.

  • Spouse Work Privileges

Spouses can obtain a Letter of Consent (LOC) to work in Singapore, eliminating the need for separate work visa applications.

  • Exemption from Frameworks:

ONE Pass holders are exempt from COMPASS framework and Fair Consideration Framework job advertising requirements, streamlining the hiring process.

  • No Quota

There are no quotas or caps for the ONE Pass application process.

  • Family Inclusion

Eligible family members, including spouses, unmarried children under 21, common-law spouses, unmarried handicapped children aged 21 and above, and parents, can join the pass holder on Dependant’s Passes or Long-Term Visit Passes.

  • Directorship and Business Setup

ONE Pass holders have the right to set up and operate their own company in Singapore, fostering entrepreneurial endeavors.

3. How do you Qualify for Singapore's ONE Pass?

Persons of any nationality can apply. However, to qualify for the ONE Pass, applicants must meet one of two key criterias.

  1. Salary Criterion:

  • Applicants must have earned a fixed monthly salary of at least S$30,000 (or equivalent in foreign currency) for the 12 consecutive months leading up to the application date.
  • Alternatively, they must demonstrate they will earn a fixed monthly salary of at least S$30,000 under their prospective employer in Singapore.
  • For overseas candidates, they must have worked for at least one year for an established company (market capitalization of at least US$500 million or annual revenue of at least US$200 million).

2. Outstanding Achievements Singapore Visa:

  • Individuals with outstanding achievements in specific sectors can qualify even without meeting the salary threshold. These sectors include:
        • Business
        • Arts and Culture
        • Sports
        • Academia and Research
        • Science and Technology
  • For academia and research candidates, a CV listing significant publications, patents, and technology disclosures from the past 5 years, plus a recommendation letter from a local host institution (e.g., Autonomous Universities or A*STAR), is required.

4. What are the Documents Required for ONE Pass Singapore Visa Application?

Applications may be submitted directly by candidates or through appointed employment agencies.

5. How do you Apply for the ONE Pass Step-by-Step?

Applying for a ONEPass can be done directly by the candidate or by an appointed employment agency or employer on their behalf.

Here’s a simplified breakdown of the process:

  • Submission

Complete the application form and pay the non-refundable application fee of S$105.

  • Processing Time

Most applications are processed within 4 weeks, though the “Outstanding Achievements route” may take longer due to additional assessment. MOM may request additional documents.

  • In-Principle Approval (IPA) Letter

Upon approval, an IPA letter is issued, serving as a pre-approved single-entry visa valid for six months to enter Singapore and get the pass issued. It also indicates if a medical examination is required.

  • Entry to Singapore and Pass Issuance

Applicants must comply with travel requirements and schedule an appointment at the Employment Pass Services Centre (EPSC) within six months of receiving the IPA. A fee of S$225 for issuance is required, plus an additional S$30 for a Multiple Journey Visa if applicable.

  • Notification Letter and Biometric Registration

After document submission, a notification letter valid for one month allows the candidate to work and travel while waiting for the pass card. New candidates or those who registered more than five years ago must register fingerprints and photos at EPSC within two weeks of pass issuance.

  • Receive Pass Card

The physical card is typically received within 5 working days after registration or document verification.

6. How to Maintain and Renew your ONE Pass?

Annual Notification: ONE Pass holders must submit an annual notification to the Ministry of Manpower (MOM) by 31 January each year, detailing all professional activities and annual salary earned. Passholders must also notify MOM within two weeks of any changes to residential address or personal information.

Singapore One Pass Renewal Criteria: The ONE Pass can be renewed for subsequent 5-year periods if certain conditions are met.

      • Salary Criterion: Earn a fixed monthly salary of at least S$30,000 on average over the past five years in Singapore.
    •
      • Company Criterion: Incorporated and operates a company in Singapore that employs at least five locals, each earning a minimum salary of S$5,000 per month (or the EP minimum qualifying salary at that time).
    •
      • For the outstanding achievement route, more details on renewal criteria were to be released closer to January 1, 2023. If MOM deems that a pass holder does not contribute meaningfully to the economy, the ONE Pass may be revoked.

7. Why Choose ONE Pass Over Other Singapore Work Visas?

The ONE Pass stands out among Singapore’s work visas due to its high degree of flexibility and long validity.
